मुंबई : केंद्र सरकारने अनलॉक-3 साठी नियमावली जारी केल्या आहेत. यानंतर लगेच देशातील सर्वच राज्य सरकार आणि केंद्र शासित प्रदेशमधील प्रमुखांशी चर्चा केल्यानंतर देशातील शाळा आणि महाविद्यालये 31 ऑगस्टपर्यंत बंदच ठेवण्याचा निर्णय घेण्यात आला आहे. त्यानंतर, आता राज्य सरकारनेही 31 ऑगस्टपर्यंत लॉकडाऊनमध्ये वाढ केल्याचे जाहीर केलं आहे.
मिशन बिगीन अगेन अंतर्गत लॉकडाऊनचे काही नियम देखील शिथील करण्यात आले आहेत. महत्त्वाचे म्हणजे मोटारसायकलवर डबलसीट जाणाऱ्यांना मागच्या काळात परवानगी नाकारण्यात आली होती. त्यामुळे राज्यातील नागरिक हैराण झाले होते. आता नव्या नियमावली नुसार बाईकवर दोन जणांना प्रवास करण्याची मुभा देण्यात आली आहे. मात्र प्रवासादरम्यान मास्क वापरणे सक्तीचे करण्यात आले आहे. राज्यातील अनेक शहरांमध्ये दुचाकीवर केवळ एकाच व्यक्तीला प्रवास करण्याची मूभा देण्यात आली होती. तर चारचाकी वाहनधारकांनाही दिलासा देणारा निर्णय घेण्यात आला आहे.

महाराष्ट्र सरकारने जारी केलेल्या नव्या नियमांनुसार मुंबई आणि मुंबई महानगर प्रदेशाअंतर्गत म्हणजेच एमएमआर अंतर्गत येणाऱ्या शहरांबरोबरच पुणे, सोलापूर, औरंगाबाद, मालेगाव, नाशिक, धुळे, जळगाव, अकोला, अमरावती आणि नागपूरमध्ये वाहनांमधून अधिक प्रवाशांना नेण्याची मूभा देण्यात आली आहे.
मुंबई महानगर प्रदेशाअंतर्गत म्हणजेच एमएमआरमध्ये मुंबई शहर, मुंबई उपनगर, ठाणे जिल्ह्याचा संपूर्ण भाग, तर पालघर आणि रायगड जिल्ह्याचा काही भागाचा समावेश होत असल्याने तेथेही ही सूट देण्यात आली आहे. सरकारने या शहरांमध्ये कशाला परवानगी आहे यासंदर्भातील यादी दिली असून यामध्ये ‘अ’ विभागातील सूचनांनुसार २० वा मुद्दा हा वाहनांमधून प्रवासासंदर्भातील आहे. तर क भागातील सूचनांनुसार १२ व्या मुद्द्यानुसार या शहरांबरोबरच राज्यातील इतर शहरांमध्येही हेच नियम लागू करण्यात येणार आहेत.
* राज्यात काय चालू होणार
– अत्यावश्यक सेवेत नसलेली दुकाने स्थानिक महानगरपालिकेच्या नियमानुसार सकाळी ९ ते रात्री ७ पर्यंत सुरु राहतील.
– दारूच्या दुकानांना होम डिलीव्हरीचा पर्याय खुला राहील.
– मॉल्स आणि मार्केट कॉम्पलेक्स ५ ऑगस्ट पासून सकाळी ९ ते रात्री ७ पर्यंत खुले ठेवण्यात येतील. मात्र त्यात थिएटर, फूड कोर्ट, रेस्टॉरंट सुरु करता येणार नाहीत. रेस्टॉरंटचे किचन होम डिलिव्हरीसाठी सुरु करता येऊ शकते.
– आऊटडोअर खेळ जसे की गोल्फ, टेनिस, फायरिंग, बॅडमिंटन, मल्लखांब अशा खेळांना सोशल डिस्टसिंगचे नियम पाळून सुरु करण्यात आले आहे. मात्र स्विमिंग पूलसाठी परवानगी देण्यात आलेली नाही.
– टॅक्सी, चार चाकी गाडी, कॅबमध्ये चालकासहीत तीन प्रवासी, रिक्षामध्ये चालकासहीत दोन प्रवासी आणि मोटारसायकलवर दोन प्रवाशांना प्रवासाची मुभा
